With regard to “Hyper”:
lishypo is correct. Hypers inflict Fury or cure Sadness, while Tranquilizers inflict Sadness or cure Fury. Characters with Fury take more damage, but build Limit Gauge faster. Sadness is the opposite.

As elevatorgoingdown said, Limit Breaks aren’t tied to levels. The normal progression is:
Use first Limit Break 8 times > unlock second Limit Break.
Kill 80 enemies > unlock next Limit Break Level.
As I have already proven in this playblog, it’s possible to unlock a new level before earning the second LB for the previous level.
Easiest way to get new Limit Breaks on Disc One is, in my opinion, farming the forest outside of Junon (where you can recruit Yuffie). Give the desired character a Hyper, and two Materia: Guard and Enemy Skill (with Matra Magic).
The most common encounter here are 5x Battery Caps, who are easy to kill with a single Matra Magic attack. Other encounters in the area have at least three enemies, who will be relatively weak, so you can’t go wrong. Once you have a new level unlocked, just let Guard do its work building the character’s Limit Gauge quickly and use it as soon as you get it.
Doing this, my last bunch of playthroughs have all had maxed Limit Breaks before Junon. Meteorain doing 250 damage per hit is hilarious to watch.
